Pallavi Phartiyal

  Pallavi Phartiyal is a Senior Analyst and the Program Manager for the Center for Science and Democracy at the Union of Concerned Scientists (UCS). Dr. Phartiyal is a molecular biologist by training and works at the nexus of science and policy. She advocates for linking science and technology to society and for science-based decision making in the democratic system.

  Prior to joining UCS, Dr. Phartiyal was the project director at the Research Competitiveness Program of the American Association for the Advancement of Science (AAAS) where she worked with research and policy professionals to provide review and guidance for higher education academic institutions and federal agencies. She led panels to advise federal, state and institutional planning for investments in science and technology research, innovation, economic development, education and diversity. She co-authored several technical reports and a book chapter on strategic planning for institutional competitiveness and federal funding of research centers. Previously, she worked at Research!America, a medical research and global health advocacy organization, as a policy fellow to research private and government funding of prevention research.

  Dr. Phartiyal holds a Ph.D. in cellular and molecular biology from the University of Wisconsin-Madison, an M.S. in agronomy from the University of Missouri-Columbia and a B.S. in agriculture from G.B. Pant University of Agriculture and Technology in India. Dr. Phartiyal has published research articles in scientific journals, reviewed manuscripts and presented her work at international meetings.
